The radio does not generate the quests, the actual settlements do. The radio just relays the quest to you. That is why you only get quests when settlements actually need help. Settlements will generate those same quest WITHOUT Preston or the radio.
Preston will first give you a quest IF a settlement needs help. If no settlement actually needs help he will generate a random quest like the BOS npcs do.
There is a way to gain contorl of the settlement. However it is really bugged, it has never worked right on a settlement I had not owned yet. However it may work where you owned it once before, possibly. You can open the console and set ownship of the the workshop. The bug comes when the name of the settlement never appears on your pipboy, or any sort of other settlement list (including transfers and supply lines.)
Another option would be try using the console and giving yourself the quest to get the settlement originally.
It take sa crapton of neglect to lose a settlement. You lsot two of them. You obviously are not doing something right.
