The OP's problem will likely be the combination of mods that change settlements and mods that add new ones. Like the Qunicy Settlement adding a new one, and Repair Sanctuary. It is often something like this and mods then need their patches to be compatible with other mods.
that's not entirely accurate. the mouse icon only tells people whether a user has the game on steam and not on other storefronts.
