No, I do not believe you can change the settings once they are set. As far as I can figure, they are in the special menu until they are programmed, once they are set, they are a fixed item and move to wherever they are in your menu. For me, I have too many mods that change that, so I got the other mod that moves all of the DLC items to their own category. If you cannot find them in your menus, then I highly recommend you get the "ALL DLC Building independent patch" (it's pretty convenient even if you CAN find them, as it moves 'most' of the new stuff to a single place, making it easy to find).
My 'bug' is that Clem keeps unassigning himself and then reassigning himself when he is back on duty, it might be how others can use it while he is 'off duty', but I don't know... I despise looking at him and seeing the 'unassigned' icon. Now that the 'quest' is over, I just did not trust Clem to run the eye exam machine, so wanted him back on the soda, frankly he is barely smart enough to work that, but maybe Beth did not like/expect that that we might want to move him to something that fits his Intelligence...? (I am not trying to belittle people who serve drinks for a living, I have done it myself, and it can be demanding work, however, that said, working a soda fountain is not rocket science either, and if he messes that up, someone is less likely to go blind).

And btw, the "wrong" choices can and will kill settlers.
