However sometimes they say no and still do it anyways.
Like the Vault-Tec rep, my last game he would say no when I talked to him in Sanctuary. I tried reloaidng previous saves repeatedly. Then I said @#$% it and I slept for like 8 hours to save and he had become part of the settlement.
It has nothing to do with the Vault DLC I have noticed this after Far Harbor but before the time contraptions came out.
This is also when Sheffeild started doing what the first poster said as well.
I think they did something to try and fix the random encounter npcs maybe?
Ya when I hired Rylie last week I had the same problem.
One other thing you can try is pick different settlements instead of just the settlement you want. Of course this means going to that settlement then transferring to the settlement you wanted them at.
It takes a total population of 20 or more before you can even get the option to hire most NPCs.
Yeah, I was thinking of the OTHER bug where they say no when you try sending them to a settlement.
Sheffield should default to harvesting crops if there is an opening, and you shouldn't have to assign him to do it.
I think he might be able to be made into a supply line provisioner, like the Vault Tec guy from Goodneighbor, but I have not tried. My Sheffield makes corn, and I never asked him to do so, but I got to him early in my game and I had the soda on me on purpose.
You know that would work IF he could actually hire him in the first place.
If you have access to console commands you should be able to just target Sheffeild and type setownership and that will give him to you. However that iwll not move him from Diamond City so you would have to move him to one of your settlements first with movetoplayer and his ref id.
Then I make him the Bartender
I assume you've verified cache, shut down your computer and restarted it to clear all memory also.
