Can't recruit any named settlers.
So whenever I try to recruit Sheffield or the lady at WRVR and they both just say "No I can't do that" or "What the hell are you talking about" after a long pause. I've never had this issue before so I have no idea what's happening.

Dont do sheffield. Asshat is bugged and keeps saying THANK YOU, or your charecter will keep saying the intro line when you wanna trade with him every time

The vault might be the issue, that is what I thought as soon as I saw the title. Will it let you send him to a regular settlement?

Nope. I just talk to him, say "Want to come work for me?" and he says "Really?" so I say "Yes" and he just has a long pause before saying "I...I don't think so..." Same with Anne but she says "What the hell are you talking about?"

I have ran into this as well wiht almost all the named NPC (static and random encounter.)

However sometimes they say no and still do it anyways.

Like the Vault-Tec rep, my last game he would say no when I talked to him in Sanctuary. I tried reloaidng previous saves repeatedly. Then I said @#$% it and I slept for like 8 hours to save and he had become part of the settlement.

It has nothing to do with the Vault DLC I have noticed this after Far Harbor but before the time contraptions came out.

This is also when Sheffeild started doing what the first poster said as well.

I think they did something to try and fix the random encounter npcs maybe?

I don't really want to do that with Sheffield because if he says no then I can't talk to him again. I'll try with Anne because I can keep asking her over and over again.

Ya when I hired Rylie last week I had the same problem.

One other thing you can try is pick different settlements instead of just the settlement you want. Of course this means going to that settlement then transferring to the settlement you wanted them at.

I don't think you guys get it. I don't even get the option to send them anywhere. He just says "I don't think so." I don't have the option to send him anywhere

You have enough population to hire him?

It takes a total population of 20 or more before you can even get the option to hire most NPCs.

Yeah, I was thinking of the OTHER bug where they say no when you try sending them to a settlement.

Yeah I'm positive. I have that many in at least 3 of my settlements.

My solution for Sheffield takes a bit of time to implement, and investment, but it works. Presuming you have already built a job for him, and don't have any unemployed people living in your settlement, all you need to do is either a) reassign one of your farmers, or b) plant another 12 crops.
Sheffield should default to harvesting crops if there is an opening, and you shouldn't have to assign him to do it.
I think he might be able to be made into a supply line provisioner, like the Vault Tec guy from Goodneighbor, but I have not tried. My Sheffield makes corn, and I never asked him to do so, but I got to him early in my game and I had the soda on me on purpose.

You know that would work IF he could actually hire him in the first place.

If you have access to console commands you should be able to just target Sheffeild and type setownership and that will give him to you. However that iwll not move him from Diamond City so you would have to move him to one of your settlements first with movetoplayer and his ref id.

So I just realized that I also don't have the "send follower to" menu after I dismiss a companion. They just go back to their assigned location. I'm pretty sure that's my issue but I'm not sure.

I always recruit Sheffield , I give him the Nuka-Cola, then suggest he goes to my settlement.
Then I make him the Bartender

Try disabling all mods and seeing what happens, you may have a mod issue clashing with that menu.
I assume you've verified cache, shut down your computer and restarted it to clear all memory also.
