Loot and enemies seem to stop scaling at about lvl 50. However you will ocassionally run into enemies that are leveled to your character.
EDIT: As posters have mentioned there is a hard cap when the game blows up at 65k+ but to get all perks its 270 (+?)
Only valid info I found so far is scaling of Deathclaw at Witchcraft museum will stop at level 65.
I think raiders only scale like that if they are the named ones. Veterans and suck I think stop at level 39.
The only noticable difference is that enemies at that level (Scaled to the player) have rediculous amounts of HP, the damage they do seems to be the same but they have 1000's of HP.
You can find x-01 armors at like 26-30+. I havent noticed any differences in models yet to be honest, I still seem to find t-51's in the same spots at different levels in my playthroughs. The only difference is those X-01 varients definitely dont show until after a certain level.
