if you still have the issue try this. also i would go in to fo4 data folder make sure no esp or left from that you uninstall found i still had some. loot will tell you just scroll thru yor anything not check is uninstalled.
Always the first in line to blame mods.
Now, why don't you go to the official forums and tell the PS4 players why they're also missing their Vault-Tec menu?

Suppose I install a mod that uses a script to flat out remove my power category (Don't ask why you would install this, it's an example), the script removes it and it's gone for now. With your logic it's gone forever, however, most mods I've used had something called an "uninstall chem". You craft it at (if I'm naming this correctly) a chemistry station under the utility category. You craft the uninstall chem for free and take it, it then reverses the previous script change.
Before you tell me that's not how it works, it is. I've used it. It simply activates a "reverse" script that re-adds the power category you previously removed. It's then safe to uninstall the mod itself and not have a broken workshop.
If however, the mod doesn't have an uninstall method, then yes, you're royally screwed.
At this point all the DLCs and patches are done with. Thes epeople had problems wiht mods once the new DLCs and patches came out.
