It really wasn't, was it? Unless SetStage 800 misses out a vital step it's a very lame quest with no real reward apart from spinning a bunch of Scientologists Hubologists to death.
You could try console>CompleteQuest DLC04MS02, or possibly CompleteAllObjectives DLC04MS02
Thanks! That actually worked to complete the quest. :)
If you already fixed the ship up before hand as above do:
Set stage dlc04ms02 900
That will go to the correct bit where they are all entering the ship.
At least, this is how the issue manifested itself in my playthrough.
The fix for me was to open the console, select the fella who was sitting (in my case, the Cleansed), type disable, close console, the speech starts, open console, type enable, close console.

I had a bit of a different approach. Dara and her underlings were all in different locations so I teleported them to me. To find the underling's Ref ID, you open console (`) and then left click on them. Note down their IDs then run over to Dara,
type in "prid [underling's ID]",
then "enter",
then type in "moveto player".
VOILA! bug gone!
