Report a translation problem
Off top of my head there's the leader lady Dara, there's Cleansed, there's this Tully girl or whatnot, there's a guy called Robert I think... that's all I remember.
Did you suffer the same problem of the "address" not activating at the ufo?
Oddly, though, they sometimes shout it even if she's still alive XD
And then inside, the game engine spins you, the character round and you're facing the opposite direction after that cutscene, LOL. That was a bit tacky...it only needed another 180 degrees to seem more real ;)
But if you do get it working, please let me know what you did, if anything! I haven't been able to find anyone else experiencing this yet so not seen any other solutions (or ideas to solve it).
Edit: Ah cool. I notice they hang around the junkyard but I thought they did that AFTER you've done the UFO cutscene bit. So he's in the barn and everyone else is stood outside the UFO?? Maybe you want to try "recycleactor" on Phil, then use "sgtm 5" (set game time) so it doesn't take too long for him to walk all the way back from hub's town to the UFO (going back to sgtm 1 when he arrives in the area so you don't miss the speech, lol).
Later (the point where it would then work) I returned and went through the ACTUAL route you're supposed to take into the junkyard (thru some tunnels etc) and up to the UFO, and that triggered it all.
So perhaps you could try that, go back up to the building/storage shed near the junkyard, and then try and reach the UFO along the proper route. When I did this I noticed a few more enemies came out the ground that never had originally. I got a feeling something about using the proper route triggered the right 'events' to get her to start her address to the faithful.
This is the second quest-breaking bug I've found so far in Nuka World. I also had a similar bug in the junkyard to one that I and several others have found in the Cola Cars area of the Gauntlet, where some of the giant Nuka Cola bottle statues were ten times their correct size and blocking some areas. I had to use console>disable to get rid of them both times. Obviously business as usual for Bethesda's QC department...
EDIT: OK, I think I've sort of cracked it. Try console>SetStage DLC04MS02 800. It jumps you forward to just after Dara has given her speech. Phil still hasn't shown up, but you can put the fusion cores into the fusebox and proceed with the quest.
Edit: It worked! But now i met a new problem, i already installed the fusion cores, and it wont recognise it. (I dont know the console commands :S)
