Pipboy flashlight bug

Hi guys. I have a little problem that's ruining my gameplay yesterday when i pressed long TAB as expected i got flashlight that light's up the area well now i have that annoying problem that every time i press long tab for the flashlight nothing happends exept the weapon get's a little bit of lights on him like the flash is working but there's no light on my surroundings . I have searched all over google and there's no solution and also appereantly no one have encountered this problem..
please guys help me fix this it's really roining my gameplay..
I had 110 mods activated before the problem and after .. if it helps..

Most likely a patch broke one of your mods. Did you try to deactive some mods?

yes i have deactivated the mods that i had installed before the problem and it's the same..

(and i have an ENB and a RESHADE if that's make any diffrence although they were installed before the problem and it worked just fine.)

I would think one of your mods have permanently changed some of your game files.

A fresh install may fix it.

so if i'll delete the game and then download it with all the current mods i have will it work?

I am certainly late on this topic but I just had the bug myself and found a way around... if it can help, here's what I did, I went to the armor workbench and added predator visor to my helmet and oddly it didn't gave me the desired effect but instead it re enabled my flashlight... 0.o

I had this issue when wearing a mask (from this mod > NCR Ranger Veteran Armor)
Took the mask off, light there is again!

The fact that the mask is the cause is kind of disappointing, considering that is the coolest part of the NCR mod. Bummer.
