I was SURE that I had to do this at some point in the past, but honestly none of my ini files have it? Which makes no sense because I absolutely do wander way past borders all the time in this game.
Find the highway overpass and follow that instead.
Bethesda wasn't too clear on the map boundaries as the square border you see on the pip boy map isn't actually the map's true boundary - which to be quite honest is a major pain in the rear. The lack of that specificity causes various navigational frustrations for people like myself who enjoy exploring every region in the fallout maps.
