Dude this is just a bug due to mods conflicting with the dlc. Anyone who says they dont have mods probably just have left over files from mods they have used in the past.

Yes, because Bethesda is perfect and every way and never releases a completely broken product. >_<

this happened to me too and there was no audio on the monorail car, I had to open my taskmanager and stop the game and shut my PC off and wait a minute well my PC was shut off and then I turned on my PC and relaunched my game found the room with the PC in it and seen two choices to power the monorail, The first time when my game got stuck, I only toggled power the monorail, the second time and game relaunch I powered both the monorail station and then powerd the monorail car and found the floating green marker near the front of the monorail and travelled to Nuka-World and this time two audio's played in the monorail car, a automatted female voice and then a live male voice after it and the monorail continued on to it's destination

i had the same problem, i tried the other suggestions mentioned in this thread and none of them worked however i did find a solution:
1. once stuck in the monorail open console and put in tfc
2. go to the tunnel door at the end of the tunnel
3. open console again and select the door and disable it
after all that everything will then resume as it should

Tried this, but for me it seems the monorail and the door are the same thing :P

i may have found a temporary fix until a patch comes out, after talking to harvey, i turned on the power, and just used tcl to walk down to the end of the tunnel. there will be a "door" to nuka world. from there u should be able to keep control over ur character, with tcl still on i walked or flew as the case may be, all the way to the nuka station where the dlc begins (just follow the rail or use the tmm 1 command if u cant find it) once inside the building on the top floor i enabled clipping again and the dlc quest just started after a few seconds.

This just worked for me and I have 60+ mods.

Tedious but it works.

Go to lonely chapel, save.
Delete/uninstall NW dlc.
Load lonely chapel save from.first step.
Resave.
Re-install NW dlc.
