Can you confirm that it's Fallout 4 itself? Or is it a background process related to it (Bethesda.net, Nexus. Steam, etc)?
Fallout4 really doesn't have any components by default that would be affecting your Internet access as a whole and may be more signs of something else going on under the hood.
How do you know? Have you run Speedtest before and during?
How much is it slowed? Metric, metric, metrics - not anecdotes.
