1. open console
2. help "power cycle" 4
3. player.placeatme 05004bf9 1
4. move the new cycle to right it
5. build a second cycle from the resource menu to get the quest to progress.
6. Wire everything up generator>terminal>bike>bike
7. choose experiment parameters
once that was done Clem got on the bike I built and it still exploded, progressing the quest.
edit: The whole thing happened because my prototype cycle in the "special" section disappeared. I probably could have deleted mods to figure it out but I didn't want to.
