A deadline versus coding issues... figuring they'd have a little while before people really started clamoring for these items before adding them by patch.
It's either that or we're just not getting those (or bathroom showers/tubs).
I jsut ended up making two 5x6 atrium rooms with a 4x3 section exposed to dirt. Was able to get 36 tatos in one and 36 corn in the other. Which still left me another 2-3 stories to build above it.
Then I came to the conclusion that Vault 88 is too @#$%ing big and should have been split into four seperate settlements. Vault 88, Vault 88N, Vault 88E, and Vault 88NE.
As much as I hate to say it, the updates for Fallout 4 tell me there's a fat chance we'll ever get any cut items patched back in. It boggles my mind how they left in the hydroponics sign but cut any actual hydroponic items.
just use console commands to increase the limits (aslong your PC can handle it)
And about Food, why you dont use those GrowPlots things that you can place inside, and in them you can plant your food? works good
I think they've done it once though, back with wasteland workshop... it wasn't intentional though, something was broken and some items weren't properly listed. Memory is sketchy on that.
I might poke around with FO4edit and see if there's anything that looks promising.

It aint a matter of my PC handling it, it is a matter of not having enough settlers. If you think about it employing 100 settlers (even at 25 per vault area) is REAL easy to do.
Sperating the vault into four settlements would also solve the issue of settlers not ever going to their jobs becaus eof slotmachines and soda fountains. For example I have a couple jobs near the Roxbury exit the settlers never go to.
