Report a translation problem
What I'm thinking is during the quest A Model Citizen after you turn on the Vault 88 Radio Beacon and the nextstep tells you to explore Vault 88 (that's what I see in the finished quest, anyways).
Unless you mean the quest "Explore Vault 88" where you have to activate all the workshops and it isn't detecting that you've activated them.
Just mentioning, you don't have to finish (or even try to do) the quest "Explore Vault 88" to go to the next step of "A Model Citizen". As I mentioned, you literally just have to ♥♥♥♥ around until settlers show up to be interviewed as guinea pigs.
I spent this time collecting all of the feral ghoul corpses (and bits) into one giant pile.
Ironically, I hate settlement building, but I like having good settlements and I don't much like any of the blueprints I've seen. Methinks I may upload my own when this is all done. Only got Vault 88 and Mechanist lair to build and scan and then I'm done building in Fallout 4 FOREVER.
