Report a translation problem
When you assign a settler to a job it doe snot always take effect immediately. There is a lag to it once you gain more settlements and settlers. When you hear the settler say "ok" then you are done assigning, it might take a few minutes before the message "resource assigned" appears.
By repeating the assignment command over and over or changing it to another settler you are making the problem worse.
Also if you leave the settlement before the resourc eis assigned after issuign a command this greatly increases the possibility of that settlement getting affected by the 0s in your workshop data issue.

build the bell somewhere.
Go out of workshop mode and ring the bell. All settlers will congregate.
Go back into workshop mode and you can select and assign them. You can even assign where they sleep.
You mean he was able to find 100 idiots to sign it? Most people with common sense know that once Nuka World comes out that is it, done, over, finished. Bethesda is not goign to invest time and money into a game they have called completed.
Never mind the fact the points on that petition were lame. Especially the one about settlers building their own settlement. Building your own settlement is how many people have accrued the most their time played.
