Because not only is it not an RPG even though its descended from a line of RPGs, its a mediocre FPS and open-world sandbox.

Exactly. Fallout Tactics has more RPG in it than FO4.
TLDR: "Fallout 4 is not an RPG" is not only literally false, it's a meaningless non-argument to being with.
It might not be a Baldur's Gate clone, but it's still an RPG by definition. It may not be YOUR preferred style of RPG, but the English dictionary really doesn't care about your preferences.
the game has allround better gameplay mechanics, but has some serious design issues in MANY other places.

I am more inclined to Say FO4 is a FPS with light RPG elements, where as NV was more an RPG with FPS elements.
