The highest level version of every creature (and 5 of the 8 deathclaw types) have autolevel, which means they are always equal to your level and gain 5 hitpoints for every level you are over their minimum level.
For example, at level 68 Super Mutant Warlords have 1535 hitpoints.
If you are level 268 they will also be level 268 and have 2535 hitpoints.
By level ~50 you can have all the relevant perks and top end items, so continuing to level just gives you (and most enemies) more hitpoints.

so I always set my perk level to player.setlevel 214 and that gives me enough perk points for all the perks I need
Cheating by definition is playing the game in an unintended way, or ruining the game for others.
Obviously singleplayer doesn't fall into the second category, but considering the developer console is built in and ready for use you can't really "cheat" in that sense if it's readily available to you, for others, using a trainer or hack tools would obviously be cheating since you're modifying the game and using it in an unintended way.
But the fact of the matter is you can't really "cheat" in fallout 4 unless it's third party but even then they literally give you access to functions to change the game so I don't see why anyone would.

Cheat codes were called cheat codes in single player games since the NES (possibly further back, but I've only been gaming since the NES). So there is a historical precedent for cheating in single player games.
After that i explored the map, tried to get all fast travel positions i could found and doing some quests on the way and was lvl60. Far Harbor and so on got me to lvl70.
Like the others said, with around lvl60 you have all necessary perks like:
- lockpick, science
- weapon, armor, high tech crafting
- 1-2 weapon masteries
- barter
- headshot boni dmg, sneak
After that theres not much left to skill which has any real benefit.
In the long run when you are over level 70 or something and you have all the damage and survival perks you want the game gets harder since all you get from there on are perks that does nothing for damage or survival, while your enemies gain more health.
