Use the foundation to make flat areas for buildings.
Are you not using mods for a specific reason? They're insanely convenient when it comes to settlement building. If you can't be convinced into using them then using concrete like others have said is a good solution
I have built up defenses there up to and including missile firing mini turrets on the fourth floor of a concrete living area in the center of the area. A total defense score of around 150 means the settlement will NEVER be attacked (except maybe for some suicidal super mutants).
It's a good spot for "special" buildings. Lots of room.
I hate to pop your bubble, but you're still going to get attacked.
I have settlements with 400+ defense and still get radiant defense quests for them. The *good* part is all I have to do is be there, and it's taken care of.... show up, wait, chat with a random settler, go about my biz.
The *bad* part is if you don't go, the game nerfs your defense stats for calc'd rolls; only the first 100 defense counts in figuring up a win/loss. You could have a settlement made as a little room with no door, surrounded by a double-wall layer of foundation blocks and missile turrets ringing every square inch protecting your 10 setters, and there's still a 12.5% chance an unattended battle will be lost.
I am also experiencing this issue, whereas in my last playthrough a month ago Starlight worked fine. I do use mods, but judging by this thread I don't think the mods are the problem. Maybe 1.6 broke Starlight for games in progress that hadn't unlocked it yet? Just a theory.
In the meantime, guess I won't be building my mega-factory. : (
