Get 'Local Leader' perk, assign a settler to a supply line between settlement. All the settlements linked through supply lines share workshops.
You won't see the stuff that's in other workshops, but it will be available when you craft.
Correct, there is a perk under the charisma tree (level 6, I believe) that lets you set up supply lines. When you have it, you enter workshop mode and select a settler. At the bottom of the screen there will be an option to assign him to a supply line, select that and then select which settlement you want to connect with.
Now those two settlements share workshop storage. You can connect as many settlements as you want this way, but each supply line takes up one settler.
Also if you want to connect settlement A to settlement B and C, then you just connect settlement A and B via a supply line, then connect settlement B and C. Even though A and C do not have a supply line between them they still share the same workshop storage, this is because they are both connected to settlement B.
Hope that helps.
