Settlers won't listen to me?

Whenever I try to assign a settler to something, they don't listen. It seems like with every hit on "Enter" it's like, a 1/100 chance they'll actually listen. Any way to remedy this? The only mods I havev which affect settlements are SSEX (the settlement expanded one, Dont Call Me Settler and Place Everywhere (with F4SE)

you have to press V to start the workshop first, then face them (you should see an icon indicating you should assign then to something), and then click ENTER then go to the thing you want them to do something with and click on ENTER again ( assuming you did not go into the workshop to do that ).

Sometimes there is a delay before they are assigned to the resource. I find after assigning them to a job it is best to go off for a walk into the wasteland and then eventually the 'resource has been assigned' message will appear.
