Ok everyone,
CELL RESET IS GONE! Lapdragon tested this morning and I took it up this afternoon and did our whole battery of tests and experiments. we developed quite a list of them during our original work on cell reset. There IS NO MORE CELL RESET. All Power Armors and frames are safe anywhere anytime. All containers anywhere are safe anytime. This is apparently part of patch 1.5.4. My tests ranged from pure vanilla *(no mods) to a combination of mods GUARANTEED to produce cell resets all over the commonwealth.

Cell reset is a very specific condition and absolutely testable and the problem occuring in the armor and weapon racks does not behave in any fashion like the cell reset issue did.

Hardly a Myth, Went ahead and checked my sanctuary settlers just in case, they had taken items I'd thought lost to the ages, the deliverer, cryolator, and about 9 other items I thought missing. All these were stored in a filing cabinet
Settlers looting weapons is a vaniila behavior, no mods required -- but it only happens in combat while you're there, and they won't bother taking a gun unless they already have ammo or can find it *and* it's somehow 'better' than what they're using. They can loot the weapon display racks, by the way.
Obviously i don't leave fusion cores in the power armors but my gear nope..
Saying that i've never had an attack on sanctuary ever either.
In what world have you been living that settlers don't rummage through your open containers in vanilla? o.O
This has been a thing since release.
However, it's possible that they tried to "fix" it during one of the updates since Survival mode.
I still, to this day, refuse to leave my fusion cores anywhere but in my own inventory because of Jun Long's penchant for stealing them out of my safe in Sanctuary and hopping in my Power Armor just to get stuck inside it forever...
...w/ that weird stretchy arm / leg bug too.
I have had them steal weapons as well (if the weapon AND ammo for it are nearby and BETTER than what they have currently equipped AND they are being attacked) pretty regularly. I'm unsure if they need to have no weapons, or just weak ones.
An easy way to test this is to save the game, unequip your settlers, store weapons and ammo in nearby containers, and then shoot a couple of them to turn them aggressive. Eventually, at LEAST one will come at you w/ your own stuff instead of their bare fists.
It's the exact same AI that causes your companions to sometimes switch to scavenged weapons / ammo out in the field w/ you instead of using their default weapons.
All of that was from vanilla FO4, before I ever touched a single mod for this game (I played through the first few times to get the 'true' Fallout experience before modding it, as is my custom)
But, like I said, as I learned habits in the first 400+ hours to combat these kinds of vanilla Fallout oversights, if they fixed it I probably wouldn't know...
It was DEFINITELY still a well-known thing up until the Survival beta, though, which is about when I shelved Fallout 4 to play other games for a while.
