Shoot the fusion core, it takes only a few shots and they explode in a mini-nuke like fashion.

does that actually work? awesome, might be hard to shoot though, ill use jet to aim

but what if theres lots of them in an actual fire fight? im near the end of one of the main questlines, my power armour gives me around 1k protection in all areas, are they just resistant to everything?

Main weakness is the fusion core which powers the armor. By using Penetrator, you are able to do it from any direction, then you can disable the power armor and force the enemy to step out of it.

Target it with V.A.T.S. and you're good to go. Works with multiple targets.

To max it out, upgrade your Perception to a minimum of 9.

Yeah, or earn yourself some caps, and buy the Big Boy from Arturo in Diamond City. Bearing the Two-Shot effect, it gives you a double mini-nuke shot for the price of just one.

It does work, I have done it. Use vats to hit the core, thats the easiest way to do it, all you need to do is be behind them. If there is a lot and you can get behind any of them explosives should do some good damage and knock some peices off. There is also damage the PA doesn't protect against, fire and ice, if you have a weapon that does fire damage it might be a good idea and the cryolator is a good choice aswell.
Stagger=Tin man can't do anything

It depends on your weapon skills. If you have Gunslinger at 4+ (Handguns), it might be a good idea to use one to battle them. My recent playthrough on VH I had mine at 4 and it worked well to disarm them quickly. Especially with a fully upgraded Deliverer or 10mm, just don't make it automatic.

Same thing for Commando (Automatics) and Rifleman (Single shot rifles). If you have them at 4+ they can give you a terrific edge against PA. Rifleman especially, since it penetrates armor.

If you happen to have a wounding rapid fire weapon or shotgun, use that. Bleeding damage ignores armour.

Aside from that, shoot fusion core.

There's always Partystarter! (The missle launcher sold by Kleo, +50% damage to humans.)
