Plus, you seem to forget that, as proven from the way the Minutemen fell the first time, the Minutemen aren't entirely at the commands of their "General", they can act of their own free will. The goal of the Minutemen has always been to support the Commonwealth's local settlements and provide them with a mean to defend themselves. Trying to change that objective, even just a little, would lead to severe internal strifes within your own faction; not really a good thing. Seriously, your Minutemen would literally implode the second you try to turn them into a conquering faction. xD
Combine that with the fact you're talking about going against factions like the Legion, which is literally known for its extremely solid capability at infiltrating other factions, and you're guaranteed to end up with your Minutemen killing one another before you even reach those kinds of factions.
