A Good Mod to Remove Bullet Sponges?
I wanted to do a playthrough on Very Hard (Survival isn't my cup of tea) and I'm quickly finding out that Bethesda's idea of Very Hard is making everything a Bullet Sponge.

I ran into 1 Feral Ghoul and ended up having to empty about 10 shots and 2 crits into with my Laser Pistol before it decided to die

Is there any mods out there that just make enemies not Bullet Sponges in very hard?
I'm not looking for a combat overhaul or anything like that just something to make combat fun and not a chore of emptying every single shot I have into an enemy.

(I ran into a Super Mutant Butcher and after about 30 combat rifle shots I just walked away because it was still at like 75% HP)

It's a mod that allows you to customize the damage outputs of you to enemies and vice-versa, which should be functionally the same as giving them less health (a.k.a., less bullets will kill enemies and potentially you as well). I don't actually think that enemies have more health, either; I'm pretty sure only the damage multipliers are changed, a bad gene inherited from Skyrim..
Survival mode is the key. You can mod Survival to whatever you like. See the Nexus for the mods. So you cn make changes to suit what you want. Keep in mind, these are considered cheats.

The mobs are less spongy, but remember, so are you.
Some playthroughs I like to set my END to 1 and use no damage reduction or health increasing items and then you can simply play on normal mode. This will make you and the enemies easy to kill and mistakes more costly, a fine challenge especially if you don't play stealth.

I'm going to suggest getting the mod Arbitration instead of this one. I'm sure this one Zeno linked is good, but Arbitration lets you change the AI to be a lot less stupid, like making them use cover more often instead of always charging at you (which they still do, but a lot less), stopping them from grenade spamming, etc.
Try aiming for the head, coupled with the addition of damage mods and perks.

I see a lot of complaints about bullet sponges but on my level 80 playthrough on xBox I never once had this issue unless I was doing melee or automatic builds where I spammed them in the guts. I was playing Very Hard as well.

Survival mode is more for people who enjoy stealth, and realistic gameplay. On my level 80 I could literally walk into a wide open area with 20 or so super mutants raining bullets on me and it would still be laughably easy. Or even going into diamond city on my final days on the character and running around doing the melee finishers on everyone with a squad of gaurds following me around attempting to get me to even half HP... and I wasn't even in powerarmor.

You can't have the best of both words and be tanky as hell (in normal modes like Very Hard) and expect the enemies to also be squishy. At least in the normal modes fights go for longer and more interesting things can happen from the noise generated in fire fights. The enemies are more on-par with your character as the game goes on rather than having 1 man/woman be able to single handed take down an army without any difficulty.

Some advice to help with damage:
. Keep an eye out for 'double shot' legendary mods on weapons
. Keep to single-fire weapons to make the most out of your perks DMG % boosts [and your accuracy] or use Miniguns for automatic and 'big guns' perk benefit if you want to be an automatic guy
. Use chem stations to make epic psycho buffs for huge damage boosts that can last about 10 minutes (real life time) straight
. Aim for weak spots (durrr I know, but people who use automatic guns [for example] compulsively prefer body shots instead of going for their weakspots)
. Find each enemies weakest defense (deathclaws are strong against energy, but are weak against ballistic; Knights/Powerarmor are strong against ballistic, but weak against energy) and bring a mix of weapon damage

Its not mob health thats the problem with higher difficulties, but the fact that on survial and very hard you do 50% reduced damage which isnt really a problem at low levels, but once you start facing mobs that level with you (charred feral ghouls, super mutant primals etc) it becomes stupid unless you have an exposive minigun ie primals surviving a direct hit from a fully perked fatman

I'm going to suggest getting the mod Arbitration instead of this one. Sounds like a great suggestion, and if he wants, he can use both in conjunction :D
As a sugestion, try the #War of the commonwealth' mod on a lower difficulty.
If your hardware can take it, that mods adds a ton of new enemies to groups, and also adds new gorups (with an ingame menu for customisation), which makes enemy gorups, and combat i ngeneral more challenging. Individual enemies aren't bullet sponges, or deal more dmagae, but 10 enemeis still are far mroe dangerous than 5, but with a more tactical approach.

I just downloaded the first mod and the enemy HP is no longer insane which is amazing (Thank you) I'll have to look at that Arbitration mod when I can just the sheer fact that it removes grenade spamming is amazing (The Forged are some of the worst enemies in the game because of the unending Molly Spam)

I'd like to point out that you're a level 80 character you've got the best damage perks, you've got the most broken legendary weapons it wouldn't matter if they had 10x the HP at that point you're unkillable

In the early game however (Up until at least level 30) the game is a slog on very hard where a single Super Mutant Butcher can eat through the ammo for 2 or 3 guns. (I.E I used nearly 600 mini gun rounds to kill a Butcher and a Skrimisher)

If you don't use the extra spawn poitns, and just churn the gorup size up a ntoch it should have nearly no performance impact (it get#s ugly when you have additional spawn points, because the theys start fighting agaisnt eahc other everywhere, exponentialy increasing resource needs).
if your CPU isn't at maximum load when playing (which it shouldn't be, I'm clocking barely 60% usage on vanilla on an I3), turning the gorup sizes up will give you 3-6 more enemies per group on higher settings (even mroe o nthe really high ones ofc)which already makes a world of difference.

This sounds like it might be one of your issues.
Your using a weapon that has truly terrible per shot DAM, has appalling accuracy and no sneak utility against what can be considered an early game tank. I don't think butchers come in levels below 35, so fighting them at low levels is always likely to be a bit bullet spongy.

Best advice to boost your damage output is to bring a decent scoped rifle, preferably with a silencer, and take the rifleman and ninja perk lines. You could always buy Overseer's Guardian or something similar if your really stuck.

Try aiming at the head from sneak, using the damage perks (incl Ninja), making sure you actually hit, and that your weapon has the range required as if your attacking from too far away your damage will be halved.

Sadly, as the majority of a weapons potential damage comes from perks, higher level enemies have to be sufficiently spongy to not keel over immediately from weapons that will often do much more than double the weapons base damage.
Its a really dumb design, leading to terrible balance but it does kind of necessitate bullet sponges, else people who take combat perks would find themselves killing everything in one shot from a .38....

That's every game's idea of Very Hard. The only game I recall playing in recent memory that intelligently handled maximum difficulty was Deus Ex: Human Revolution.
