Good point. I personally would never have the patience to track days and go back to a vendor over and over. I barely had the patience to stay in one place long enough for the Benevolent Leader achievement.
What he meant was only certain frame locations can have X-01 armor at them. Since frames are level based for what is inside them if you go too early you will not get X-01 armor.
Now what he meant by running short on frames I have no clue. Considering you have three vendors to buy frames from (Arturo, Rowdy, and BOS) and they restock every two days or so.
So if I do not reach level 28 or more, and I go to a place where there is an X-01 suit, and instead there is another power armor in place, I can then return later to the same location to see if there is already an X-01 suit?
Just curiosity.
Atom cats has like a 5-10% to generate 1 piece of X-01 per reset. (Shops inventory is set when you choose the barter dialog option, so if you are cheesy you can quicksave right before.)
But since getting settlers to use power armor is a royal pain, you don't really need 300 suits...
