If it 'reset' to T-51 - its not the cell reset bug but something different/new. Cell reset makes the PA frames reset and the parts change as if you were level 1 (T-45 armor).
Anything removed with Spring Cleaning will be replaced back into the game if you disable/remove the mod.
Bugs caused by mods is not up to Bethesda to fix, they do not even fix their own game.
i generally stack all my armor in the tunnels at the castle but i usually have a PA hanging around at other settlements aswell.
have you tried to bypass the reset by stripping the armor parts of the PA and storing them in the workbench? yes its a hassle but its atleast a possible workaround
Sorry man - you need to read up on this because you're not correct.
Cell reset was a problem because of the way Bethesda optimized cell meshes to allow faster rendering and loading. Yes, Bethesda optimized the game, contrary to the claims of all the potato-users who swear they can run GTAV on Ultra and demand to be able to do the same with everything else.
Because making cell edits changes that pre-baked mesh the game sees that as a 'problem' and resets the cell back to vanilla. Two of the major hallmarks of this is that vanilla containers (not player built and placed containers - those are safe) will regenerate their contents (anything in them is poofed out and replaced with random junk from the levelled list) and Power Armor frames do the same thing - only they respawn parts from a levelled list that thinks you're level 1 so its all T-45 stuff (at least the bug could have been level specific and all your old T-45's could have been poofed to X-01's).
Its why when you try to scrap stuff in vanilla you get the 'couldn't find Ref' error in the console.
Its an *engine* problem. But one you wouldn't see if mods didn't let you edit those meshes.
And supposedly its been fixed. But BGS is taking their cues from Microsoft publishing ♥♥♥♥♥♥♥♥♥ for patch notes. They seem to think all anyone cares about are the 'improvements' they're making to B.N. Not even the peasants care about that ♥♥♥♥ - they don't read, they only click 'subscribe'/
i never had "spring cleaning" installed.
every mod messing with the cell can trigger the bug... read: trigger
mods are not "causing" it, they "trigger" it.
the bug itself is in the game.

Exactly. Once I ditched Spring Cleaning I never saw it again.
so i am led to belive it my be Bethesda job to look in to the meshing of the game?
