Bunker Hill Bugged Out?

Sooooo everyone at Bunker Hill is dead and its marked as "CLEARED" on the map, yet I am not allied? Before you all start trying to tell me about quests I need to do, I have completed the game for the Minutemen there is nothing left to do.

Does anyone know of a console command to force unlock a settlement? I found one a while back but its not a complete fix. All it did was let me build and it didnt add the workbench to my lists of workbenches along with the residents/happiness display on the map.

ALSO while answering this, is there a way to kill June Warwick? I am not modding my game just to kill her thats a waste. I have tried setting her to non essential but it doesnt work. I am allied with the settlement through the minutemen quests and have completed the Atom Cats quest. Theres no need for her to be essential. I tried console and setessential herID 0 and it did nothing.

I just want all the settlements on my workbench list and for there to be 0 people anywhere but the castle/sanctuary. Is that too much to ask for?

You only get Bunker Hill as a settlement if you did a quest for Kessler prior to finishing The Battle of Bunker Hill. If you never did her quest then I don't think you can ever get the settlement.
