I haven't played sense yesterdays patch, so I'll see what happens on my next game lainch with the resurrect cheat!..
I remember when the game first came out resurrecting a NPC and it was headless

it feels like NPC cant be marked anymore when console is opened, like it doesn't take NPC code, but from effect that is on the ground or something else cause fog effect moved instead of NPC
I think it is the selecting that is not working right. I often have problems selecting a NPC, I click on them and end up selecting something other than the NPC.
Most NPCs have some letters between one or more sets of square brackets. That is a good way to tell if the selection is working or not. And same as me there is no way I did not click on the NPC, the game just selected something else
sometimes that happens with me to, its even trickier from long range like group manor when NPC are fallen down from the cliff & ur on a fence/wall that increases the range
my npc was at the ground so close that it covered 95% of my screen, no way to miss the target, its more like i clicked trough her, like she dint exist, clicked the ground
I thought the tcl command wasnt working for me either until I played around with it. If I have something selected in the console were a Id# is showing tcl wont work. Just doudle click on something until the Id# gone from the the middle top of the console command area. Then use tcl. Thats how it working for me.
you must either reselect the same object first to make the little number in the center screen go away or type player.tlc
the player char is the default only if there is no other current selection
