So I need to go to the Quincy police station to pick up an item for a case Nick and I are working on.

Problem is, in a past game I had been there by accident, taking some kid home. That game, my gunslinger was awesome and level 20-something, he took out a bunch of guys before he went down. When he went down, in is death throws he saw so many guys he could never have won anyway. Reload, circle widely around quincy.

My detective, 'Dirty Harry', because of so many points into charisma and intelligence, at level 32 is not as good as my gunglinger was, yet. With no sneak perks, is it possible to get to the police station without bringing the 'army' down on me?

Or should I wait until my character is a lot better?

I have a theory about Northern Gunners. I think they were cast out of the main groups. Sent north until they toughen up (maybe have to kill a deathclaw or 3). They sure are wimps compared to the southern Gunners.

No point in waiting - the enemies only stay at the level you first enter a zone at. If you've not been there this playthyough then they'll just keep leveling with you until you do.
