Unfortunately they can get out of it on their own and don't stay in it for long.
Most settlers will go and do what you tell them to. If you tell them to farm, they'll be out in the fields, kneeling next to the crops they're in charge of, messing with them. If you tell them to mind one of the shops, they'll hang out behind the counter during business hours.
If you tell Marcy, Jun, Mama Murphy, or Sturges to go farm, they'll do it very occasionally, but most of the time, they'll wander around the settlement and beat on the yellow house that the workshop is in. The crops will count as being farmed, for the purposes of food production, but the characters' actual behavior won't match. Same deal if you assign them as shopkeepers. You can buy things from them during business hours, but they'll wander around the damned settlement, and you have to track them down to buy from them. They don't stay behind the shop counters during business hours.
Same deal with the pillory. They'll occasionally get into the thing, but most of the time, they'll wander off and bang on that house with a hammer. Kind of annoying, but it fits what we've seen them do previously.
They really need to change that A.I. behavior pattern. I have a HUGE cement fortress that's in brand new condition and is heavily fortified with heavy laser-turrets on the roof and all sorts of high-tech amenities. STOP TRYING TO FIX UP THAT ♥♥♥♥♥♥♥ WORTHLESS HOUSE!
Personally, I set up three pillories for Piper, Cait, and Curie. I travel with them the most often, since I'm sleeping with all three, and it's nice to be able to get the bonus for sleeping with a lover, wherever I go. When they're all in pillories, I know where to find them when I want to grab one to go traveling.
Yes, I know there's something deeply wrong with me.
