Meet Tinker Tom at police station bugged

There is the quest marker, but no Tinker Tom. I cleared the police station, and I cannot progress with the quest. Reloading didn't work. My previous save is approx 30-40 minutes before this quest. Should I start all over again from there?

Did you meet him around the corner in the alley before clearing Cambridge Police Station? Did you remember to kill the BOS soldier in the motor pool garage? If yes and yes then he is on the roof.

I travelled directly to the polce station, then he wasn't near it, next time I traveled next to the station, he was there. Weird, but there's a solution. :)
