Report a translation problem
Talking to him gets him to say, "We should focus on fixing the radio transmitter" or whatever.
Then talking to him toggles default follower commands.
I tried disabling him and re-enabling him.
It advanced the mission a few stages to 'Destroy Egg Clutches' .. and also did some weird stuff with his approval. Made him start a conversation with me about how I seem to be changing / don't care about anyone else anymore.
But the mission is still in my log.
I fixed it by making sure Preston is my companion, otherwise he just walks off back to where ever he was living in your game, then just speak to him, he goes through the dialog again. Then it completes for a 2nd time. That time it seemed to stay finished.
I believe this bug happens because there is a trapped mirelurk under the ground that is meant to pop up during the quest, i think this because I could hear the sound effect of the mirelurk in the ground after finishing the quest for the first time. For whatever reason the mirelurk decides to pop up after you're walking away, which somehow triggers the scripts for the quest again.
So in summery, make Preston your follower right after completing the quest, wait around or walk away from fort to trigger the mirelurk to pop up, then go back to courtyard, let Preston say his stuff again about powering up the raido etc, then speak to him a few times, let him go through his dialog, then it should complete for a 2nd time and stay completed.
