Well, then I'll mark this down and try to find it. Or find it again, by this point I've probably already come across it, opened it, and forgotten what key it was... speaking of, these things usually state the name for the key required, do you remember it?

Can't remember if that was locked or not...
eta If it requires a "named" key. "Worn Key" and "Back Storage Key" are the only possibilities I'm holding. View from the inside Also, did you clear the Mechanists Lair? The icon was not on your compass near that building. Anyhoo. If a key was needed it would come from the inside, maybe even from what's her name.

[That isn't the one I was thinking about, it's too tall]
Heh... that actually is the 'back entrance to the hideout', as ragtopbob pointed out, the elevator room top exit to the mechanist's lair. I even recognize the little shack with the blown windows, there's a river/canal and docks behind the player in the second photo.
The garage with the tree entrance is an actual single-story garage building near, IIRC, a bus station or a filling station, and I'm thinking the place also has railroad markings on it. That garage isn't an interior zone, it's just a hidey hole with a chained door. Also IIRC that's W to NW of there, maybe towards the Corvega plant.
The EBPD garage is the only other one around that area (that I can think of) until you get to the airport workshops or the little one-car deals in some residental buildings between there and DC.
