Report a translation problem
Make sure the obvious is done, Audio from the game is cranked. Make sure that your windows options Volume Mixer is both putting sound out, and it's coming from the right channel.
If the game is giving off sound and you see it happening in the volume mixer, but you're still not hearing anything...
Do you've a soundcard installed on your PC? Is this only for Fallout 4? can you hear it on other programs?

(Don't know about this specifcally, but i've gaussed my problem)
It may be an issue with how the game is choosing to play it's audio. I've an onboard sound system, plus a sound card.. Even with my built in speakers disabled, I've had games *refuse* to recognize my other audio devices.. But i've never had a problem with Fallout 4, It's mostly been ARMA 3, Wolfienstien and a couple more.
Try uninstalling/removing extra devices?
Also try revalidating the game, though I doubt this one will work it's worth a shot.
Ahh sorry, I must have been offline when you posted that, your ini's are your files fallout uses for your settings, wiping them means to remove them, thus resetting everything, they could have become messed up or have wrong information in them. to find them
C:\Users\YourUserName\Documents\My Games\Fallout4
The files you wanna move are
Fallout4.ini
Fallout4Prefs.ini
Fallout4Custom.ini
Move these to a seperate folder as backups or if you wanna copy any sensitivity changes or such from them, and start the game, it should rescan for your graphics card as if it's first time setup again. see if your game has sound after that.
Edit: one other thing sprung into mind, you could try go to
>Start/cortana
>Search for Control panel
>Sound
>Find the desired Sound device
>Right click and hit set as default
Do this if you haven't allready, it might be trying to use something else, if there are other devices and the desired one is set to default, try disabling the other devices if any, if you wanna display disabled devices again;
>Right click the empty white space
>Tick show disabled devices
You can also show disconnected devices this way.

Your assumption is incorrect.
Nothing is wrong with either game, something is wrong with how you THINK audio is being routed out of your system or your audio drivers.
Start by checking to see what is the default audio output device in Windows. It may have switched over to your HDMI cable, Integrated Audio, or another USB device... ( I've seen people plug in a camera and complain about no sound, when the sound had switched over to playing via the camera!)
Once you have the right audio device, check it's "properties" pages and make SURE you have the right number of speakers selected. I've seen people select 5.1 when they only had a two channel setup, and this caused all sorts of audio problems.
