It does contain new armor and weapons, however:
4 New weapons, 3 New unique weapon variants
9 New armor types
More weapon modifications
More legendary effects
More enemy archetypes
Quite a few side quests, and multiple choices for the main quest.
But is it worth $25.00?
If you wanted an opinion, check out my review, but to summarize:
Not worth the price, but it's fun none the less, up to you if you want to buy it.
You can miss entire quest regarding a vault in Far Harbor if you don't see certain robot somewhere (only heard about it afterwards). Maybe add "Vault workshop" in a future patch/DLC?
Only around 15-20 quests, some of whom are just "go from point A to point B" and a good bit of the island is just empty space. Granted, I've had fun with it, it ads some nice and new weapons and armor that is great for roleplaying and specialized playstyles. But 25$? Unless you think you'll get several playthroughs through it, 25$ is a bit too high. Same goes for the season pass, the 3 DLC we've had so far is pretty meh (or at least, not worth 50$).
I also enjoyed the main game a great deal.
And this is just more of that.
Plus the enemies and things around the island are far more dangerous and scary then that of the Commonwealth XD
Yesterday I fought A huge Crab thingy that used a destroyed bus as its shell.
It just came out of nowhere and I almost pooped my pants :D GLORIOUS I tell you.
I have asked people many times but people seem to be to lazy to tell me how.
2nd Its just an enemy I don't really see that as a spoiler.
...Kellogg, a handful of deathclaws, institute, mystery meat...
Generally, stories like Fallout revolve around enemies to keep the story moving forward, or just throw a surpise at you. Seriously, think about whether or not something is a spoiler before you mention it, and for ♥♥♥♥♥ sake, learn how to use spoilers. Like, if I just search up "Steam Spoilers" or "Steam text format" on google, I can figure out how to use spoilers.
30+ quests
New weapons and armor, armor styles
New legendary effects to weapons and armor
more challenging with the fog in both taking rad damage over time, and having vision blocked, and new mobs that hang out in the tops of trees.
More storyline/lore that gives more life to the story
being able to been actually good or bad for once
And extends the storyline for a previous character
If you played Skyrim and thought Dawnguard or Dragonborn were worth 20$, then Far Harbor is worth 25$ for you, too (probably).
If you didn't thing Skyrims DLC were worth it, then Far Harbour might still be worth it for you, as it's bloody awesome.
If you think FO3's/FO:NV's DLC were barely worth the 10$ they costed back then (IIRC) then this might not be worth it for you.
i love the backgroundmusic in far harbor btw.
