Chemist is amazing, for the extended duration. It's the drugs that kept me alive in the game. Not sneaking around or swimming everywhere. I turned stacks of Water into stacks of Refreshing B.
Lead bully? Really? Why?
The only Counter to rads you need is Solar Powerd. And it's way more useful, for it's other effects.
But I really think Chems are the unsong hero for this game. They were always there for me when I needed them.

If i was a modder, i would make a mod that would play popeye music every time you take psycho or jet. Jet wins fights. You can kill a death claw naked with jet and a combat knife. Jet is just that awesome.
That is the best drug. when you need something dead, dead now, and all it's friends dead too, psycho jet is the drug for that.
Though i find medex to be a life saver in survival. When a mirelurk queen vomits on you, that is THE DRUG to keep you from dying.
Med X's Poison Resist made a lot of the enemies I feared most (Festering Bloatfly, Legendary Scorpions, Bloodbugs, Mirelurk Queens) all pretty harmless.
Lead Belly doesn't require 10END and Lvl 25 for the Rad Decay part of it to function. Even just 1 rank in Lead Belly makes all water sources deal < 1 Rad of Damage.
Were there a level cap in Fallout 4, I'd be inclined to side with you, but since you can just keep getting levels, and eventually unlock all the things, I'm more interested in perks you can get when you're still low level and vulnerable. I mean, unless you're staying in Sanctuary building stuff until level 30 or so, Solar Powered isn't going to save you when it matters.
It's actually not slow at all. The regen is as fast as an un-buffed Stimpak (30%) and continuous. The fact that it doesn't work in battle is irrelevant to be quite frank. The regen in Skyrim didn't work in Combat either, and it broke the combat of that game too.
I just come from the old school of thought where RPG difficulty isn't about resetting each engagement to 0. The difficutly comes from attrition, especially in Survival where you have no easy out like Fast Travel. Really, Stimpaks are already too common, and Life Giver 3 makes them worthless... or more accurately, only useful for selling. Although, I tend to use Glowing Blood Packs to heal instead.
Theres more, arguably including sneak and the normal damage perks, but the above are my picks.
Lets say your Addrenilan Perk is at half, 25%.
If you Slam some PhychoBuff and Overdrive, That's a 50% increase in your damage, Plus 25% chance to crit increase, + stats from the phybuff. And that's only 2 drugs.
My charecter is literly high.... all the time...
With Chismist, drugs like Overdrive, Bufftats, Berry/grape/oj Mentats, Jet Fuel, and Phychobuff, Last over 20mins!
So essentionally, those are always my stats.
It's the drugs.... just do the drugs....
2: Sneak
3: Local leader
4: Scrounger
5: ninja
I've never bothered much with survival since it crashes as often as it does, but those are the essential perks I almost always get.
Lone Wanderer - just in case you comp gets blown up and chucks a tantrum
Armorer - Ballistic weave is <3
Local Leader - resources for basic settlement supplies (water etc)
Demolition expert - Helps you not fail with your VERY temperamental molatovs but more importantly explosive damage in this mode is extra OP already.. this just melts face

Scrapper is a good counter to this. with a maxed out scrapper, all you need is two mid level weapons, and you have all the parts you need.
Local leader does have other benefits however.
one mid sized settlement, with a few shops will generate all the caps you will ever need.
If you mod the game, some of the new crafting items unlock at ll 2, and they add some cool stuff.
