Report a translation problem
Basically, from a certain level on you are a lot more likely to run into a T-51 armour.
Edit: Looks like it starts to spawn from level 25. Or level 14-20 depending on if it is a randomised or leveled PA respectively.
I think i will check on wikis and such what are the requirements for this T-51 to spawn in your mentioned place. if i find something i will post it here.
Also... it isn´t that hard to get a full T-51 amor. in my first playtrough i also got it part by part.

T45 starts at level 15
T51 starts at level 25
T60 starts at level 35
X-01 starts at level 45
With this random frames you will also get random upgraded parts that maybe allready are on F level
Leveled Frames in fixed locations (like the one you mentioned):
T45 from Level 1-13
T50 from Level 14-20
T60 from 21- 27
X-01 (just parts) from 28+
there are also some extra criterias but i think this will do it....
So at your wanted location you will get a T50 armor if you are between level 14 and 20... you are 2 levels underleveled
I went to Fiddler's Trailer Court and picked up, after about 20 tries, the remaining pieces to give me one complete set of T-51 power armor. I am now satisfied.
You entered the area close enough it loaded as a T45 and reloading did not work because it was already saved from being nearby earlier as the T45 set.
Here is an example for you. My current game I got T45b-d armor from the suit above Greygarden at 36 because I went to the junkyard nearby at a lower level (20ish) than to get it out as a full set of T-51 armor. That cell range has a bigger range than you think.
That info is not entirely accurate. Those stats and info are tainted by people save scumming for better rolls. There is a difference between a chance to have that piece at a certain level and always having that piece at a certain level.
The game will give higher marks of lower versions for a while then a chance for the next tier.
Some frames are capped, meaning they will never give you pieces higher than the current area allows. Like the suit above Greygarden will max at T-51, it will just give higher marks of the T-51 pieces. I think the one above Finch Farm is T-60 capped.
So basically the longer you wait and higher level you are to "discover" a suit of power armor is the better pieces you get. I have gotten a couple X-01 mk V pieces in a couple games by simply being patient and not beelining to every suit spawn.
Cause on original survival I used to not mess with PAs and they'd respawn higher and more complete versions later on, then I'd grab them.
Well it takes 30 days for a cell to respawn, each time you enter it the timer is reset.
I think some of the suits near settlements might not ever reset to something else. Kinda like you onyl get to pick the hubflowers outside Sunshine Tidings borders like once.
Thanks Bored Peon. That is rough. I'll have to find some mod to increase enemy and loot spawns. Game feels too empty for me in New Survival.
