But if you want to make a perimeter of lights you should put a generator somewhere and conduit the main power from there, then use the small wall conduits every 5-7 meters (from inside the perimeter) and put the lights on the outside or on the top of the wall (that's for 0 power lights) ...
A screenshot would help to see what kind of walls you got though
If you have to put lamps that require 1 power you have to do almost the same, put a fusion generator somewhere less visible and after that pylon just connect the lamps with each other and the power will flow through them
You can't have a power item that requires 1 or more to have power out of nowhere like some light bulbs.
I hope it was kinda clear what i tried to explain lol
The pylon is there in case you need to attach other items to the generator, do as I said above and it should work
You check every light and if it just says "requires power" with no number, it means you can light it up without wires (but you still need a conduit)
If it says "requires 1 power" it means it has to be wired, simple as that

actually they look nicer for a sort of entrance in your settlement and require no power
