Far Harbor side story oddity; what is *that* doing *here*?

Can't find or remember any references that can explain why I found a particular item in an odd place the other day... I'll let the pictures explain themselves.

The only thing I can think of is maybe this is the contact that the bowling lanes crew used to get a Fat Man frame...

That theroy is possible, but then you have to ask:
Why is it under the road in a drainage ditch?

Normally these things are surrounded by other lore, notes, holotapes, terminals, etc.

Have you checked for any of these?

I presume it's under the road in the culvert because the fishing skeleton behind it carried it in there...

Well yes, but WHY would that person carry it there?
I could expect this in the back of a truck or car, or possibly in the hotel by the vault.

I'm thinking
A) theres some backstory we are missing here
B) the person developing this cell screwed up and put the wrong type of toolbox there and didn't notice - its a very common mistake to make.

Well, maybe there are some lore entries in Fort Hagen about one of their officers going on vacation or something? I'll keep an eye out, next time I'm in that neck of the post-apocalyptic woods.

Well, I did call it an oddity.

When I was 'hunting' and found this I was attempting to find the hidden bunker (and did so) so I'll revisit the area and scope things out for additional info later tonight.

There is military ties to the island, submarine base, read the terminals at the wind turbine maintence building. The military had a huge reason to be on the island.

True, but you don't up and go fishing with a highly secure armory password a few hundred miles from home...
