Report a translation problem
To unlock the island for use as a settlement, the Sole Survivor must go to the sunken boat to the south and flip the switch on the circuit breaker. This will cause the screen to shake and a mirelurk queen and several hunters will emerge, as well as potentially a legendary mirelurk deep king.
To finish the unlocking process, one must go back and flip the circuit breaker on the radio tower. After a few seconds, this will send out a pulse which will drive all remaining mirelurks to the shores of the island. It is not necessary to kill the queen, as she is affected by this pulse as well. The workshop will then unlock, and one will be able to build at any point on the island.
Did you touch the things out of order? As in turned the generator on in the boat before finding the note at the workbench? You bug it out if you do that.
Find the note first, THEN you can hamper with the generator.
No, it's not guaranteed that you bug out if you do that, because I have done it SEVERAL times in this order.
1. swim to the boat from the mainland
2. flipped the generator switch on the boat
3. ran like hell to the shack,
4. turned on the circuit breaker at the radio tower.
5. read or didn't read the note
And have never bugged out.
It's possible his game is just bugged
Of course in my game, instead of THAT bugging out, it's Emogene Cabot that bugs out for me.
That was the order I had done it in and it bugged out for me. I was unable to find any sort of fix for it.
I was able to complete it wihtout it bugging last time on survival. It worked the first time I did the quest, then bugged the next four or five times afterwards in previous games. So I tried to duplictae the conditions I did it the first time. I suspect one of the dialogues is the factor because when repeating the quests you tend to skip dialogue options.
All I did was make sure I did no go near St Charles Ampitheatre, did not talk to Magnolia prior to quest, spoke to Jack through the whole dialogue options (inluciding talking about Arabia), and gave him the serum.
I gave up on that game months ago. Have not been back to Spectacle Island yet in newer games because I restarted a bunch of times. Spectacle Island is like one of the last things to do, especially on survival.
I make my build so I can take AquaBoy/Girl right away, then I swim everywhere to avoid confrontations, one of the first things I do (Because I only take 1 in luck) is to swim to spectacle island and get the luck bobblehead and since I'm there, I do the boat circuit breaker, then the radio tower
(I also use War of the Commonwealth) which spawns an insane amount of spawns, so the perk is kind of a requirement at low levels to get around

Swim to one of the barges that has a bed, most do.
Sleep
Swim to boat.
Turn on Generator
Jump off boat swim back to barge
Sleep
Swim towards island lining up with the radio shack
Get to shore run like a madman to the shack and flip the switch.
Build a bed
Sleep
Once you get the settlement up and running build a Clinic, your going to need it every time you visit.
