Also only ever did those quests once. The fact that there is no real payoff except the XP and 'on the way there and back' loot, annoys me. The MM quests at least unlock Settlements.
Waited to do it once I was high enough to do Nuka because I wasn't even sure I could go there earlier.
That said, in terms of good design, I think it probably should avoid giving you quest targets in Far Harbour or Nuka World if you haven't actually visited them yet (since they're supposed to have their own introductory quests that you don't want clashing with other quest requirements).
But as far as your issue, hit the sneak button.

The bug here is that FH is gated to a questline. In Skyrim if you got a radiant quest sending you to Solstheim you could still get there without having to start Dragonborn. Plus, you would never get a location there until after the requirements were met. It appears (don't know for sure) that this FH location was given without any way to get there. A fix in this game, yes, but Skyrim does not need any fix in this regard.
