If it's for mobility, you'll run into money problems considering the parts and even pre-built ones are more expensive than desktops.

If you want to take a chance and get something cheaper than these then be my guest, there's no guaruntee It'll run Fallout 4 right, and I doubt it will.

That second option isn't powerful enough to run the game.If you could even get it working on something like that you would be playing on lowest settings and crashing all the time. From what I have seen, the lowest price laptop that could run Fallout 4 on medium settings is $800-$900.
The GTX 660M doesn't meet the minimum requirements for Fallout 4. Like I said before, OP's budget would have to be around $800-$900 to get the performance they want.

The GTX 660M is close enough to work, but yes it really should be a GTX 680M for a good experience. The best option might be to save money up and wait to see if someone comes out with the GTX 1050 in a laptop.
Unlike a desktop, if something goes out you can't replace it and your're fooked. And if me, I would stay away from cheap brands/series.
Just get a good business grade laptop (Thinkpad, EliteBook, Latitude, Tecra/Portege, Surface series, Macbook). Then spend another $600 on a PC gaming console.
For example: I have a 5 year old gaming laptop that has been my primary computer. (was $1300; Toshiba Qosmio x500 18" monster laptop; zero quality issues). I want to get a new computer but this laptop is still great for everyday computing; and I love using it. So instead, I'm going to buy a PC gaming console, similar to a STEAM Box; which is upgradable !!!
If you're set on a gaming laptop, try to get a cheaper Alienware laptop from Delloutlet (they have some deals sometimes like ~$800) and make sure it's newer enough to use the Alienware external GPU. What this means is, you can buy an external GPU case from Alienware for $200 and popin a GTX 1080 or better in a few years.
As for GPU; try to get a 1000 series GPU; since the desktop and laptop versions are for the first time finally the same thing; YES!! They are the freaking same!! (laptop may be downclocked a bit). Anything older than a 980 in a laptop will not be the same as the desktop counterpart. Thus no gimmick "M" in the name. SO the above examples of GTX 660M or 680M are old.

Ya, I have a GTX 460m (about 20% slower) and it cannot play FO4. Thus, I boguht it again for Xbox.

At minimum, you'll want a 860M or above. I have logged well over 700 hours total with my laptop (i7, 860M, 8 GB ram).
It runs at 55 - 60 fps with a mix of low / med settings (occasional drop to mid 40s in downtown boston), and God Rays turned off.
You may want to do some more research, ignoring your posts from now on.
Your budget set is also wrong, gives more of a reason to invalidate all your posts.
