Why a laptop build?
If it's for mobility, you'll run into money problems considering the parts and even pre-built ones are more expensive than desktops.
Btw, NO cheap laptop, depending on your definition of cheap, can run it smoothly on medium:

If you want to build your own:

Get something with a GTX 960m or better, make sure the CPU is an i5 or i7 and does NOT have a U or Y at the end of its name, and don't even think about buying an AMD laptop.

That second option isn't powerful enough to run the game.If you could even get it working on something like that you would be playing on lowest settings and crashing all the time. From what I have seen, the lowest price laptop that could run Fallout 4 on medium settings is $800-$900.

6 months ago I tried to find a low end gaming laptop for under $600 U.S. for a friend. After a couple of weeks I saw a Quad i7 and a GTX 660M for $579 at the 'egg for 18 hours, but he missed it. The only chance for under $600 is to know exactly what minimum specs you want and catch a sale, wait in line for 12 hours on Black Friday, or wait until February '17 for closeout sales.

The GTX 660M is close enough to work, but yes it really should be a GTX 680M for a good experience. The best option might be to save money up and wait to see if someone comes out with the GTX 1050 in a laptop.
Don't go too cheap on a laptop.
Unlike a desktop, if something goes out you can't replace it and your're fooked. And if me, I would stay away from cheap brands/series.
Just get a good business grade laptop (Thinkpad, EliteBook, Latitude, Tecra/Portege, Surface series, Macbook). Then spend another $600 on a PC gaming console.

For example: I have a 5 year old gaming laptop that has been my primary computer. (was $1300; Toshiba Qosmio x500 18" monster laptop; zero quality issues). I want to get a new computer but this laptop is still great for everyday computing; and I love using it. So instead, I'm going to buy a PC gaming console, similar to a STEAM Box; which is upgradable !!!

If you're set on a gaming laptop, try to get a cheaper Alienware laptop from Delloutlet (they have some deals sometimes like ~$800) and make sure it's newer enough to use the Alienware external GPU. What this means is, you can buy an external GPU case from Alienware for $200 and popin a GTX 1080 or better in a few years.

As for GPU; try to get a 1000 series GPU; since the desktop and laptop versions are for the first time finally the same thing; YES!! They are the freaking same!! (laptop may be downclocked a bit). Anything older than a 980 in a laptop will not be the same as the desktop counterpart. Thus no gimmick "M" in the name. SO the above examples of GTX 660M or 680M are old.

Ya, I have a GTX 460m (about 20% slower) and it cannot play FO4. Thus, I boguht it again for Xbox.

At minimum, you'll want a 860M or above. I have logged well over 700 hours total with my laptop (i7, 860M, 8 GB ram).

It runs at 55 - 60 fps with a mix of low / med settings (occasional drop to mid 40s in downtown boston), and God Rays turned off.

now i know the gtx 650 and 660m are different but my 650 could run it at medium at 30-60 fps

I did not account for sales, only listed prices. My point still stands, because that laptop's list price is $949. The largest factor in price when it comes to laptops with the same CPU and GPU would be the case, screen, and amount/type of storeage. Going cheap in those areas isn't good either. Sure, you can even get APU cards to "run" the game, but it doesn't mean that the game will be playable. I should have been more specific, since I was refering to OP's requirements in the context of this thread. (Medium, smoothly, native 1080p.) He said medium smoothly, not ultra in a slide show. Also, the second video you linked shows a laptop with a much more powerful CPU than the one on sale.
