I'm pretty sure Technical Documents don't yield any sort of additional reward besides caps, unlike Viable Blood samples, which can yield the X-111 compound you can get after you hand in 20.

So, yes, it's infinite, and you'll be able to continue finding documents and blood samples even if you decide to become an enemy of the Brotherhood, in which case, they won't serve any purpose.

You can still sell what you have to certain vendors for like 1 cap a piece, but there is pretty much no point in picking them up when you find them.
