How do you invite travelling merchants to trading posts in your settlement?

so I just got Local Leader rank 2, went straight away to build a trading store in Sanctuary. Coincidentally, the travelling merchant Trashcan Carla also happens to be there.But when I try to talk to her, I don't get any dialogue option to invite her to my settlement.

I can't even find a single shred of info out there on recruiting outside merchants. Arent travelling merchants supposed to be recruited into settlements?

You meet them through random encounters though there are a couple in specific places like the vault Tec rep in the hotel in goodneighbor. Normal traveling merchant's can't be recruited.

hm, I think that clears it up. Aren't travelling merchants also random encounters though?

Either way, I guess it's only level 4 merchants that would be worth recruiting, right?

Traveling merchants have regular routes and can be encountered in the parts of the map they Patrol but level 4 random encounter merchant's are a one time only thing and you need a free stall in one of your settlements to recruit them. If you have a settler assigned to a store it will stop you from recruiting a level 4 merchant so it's best to make a spare store so you have one free.

You need to go to Bunker Hill and talk to Deb, she will tell to kill the ghouls at National Guard Training Yard...after that talk to Kessler still at Bunker Hill, she will ask you to kill a raider leader in a school nearby. After that you unlocked the caravan stand, if you put it in your settlement those traders like trashcan carla will come in your settlements all the time. Sometimes even 2 or 3 at once.

This is the answer. Once you have done the missions a new item will appear in the workshop. It's a trough with a campfire and tent. Plop one down in your settlement and the traveling merchants will stop by for a sit down.
