But the textures I downloaded are to optimize vanilla textures not enhance them? Those texture mods are performance mods (I can handle fo4 on ultra but in Boston fps tanks no matter what I lower)
that sounds like lack of VRAM, lower resolution doesn't use as much on the GPU

Oh, you have the OEM GTX 960? That thing is exactly the same as my GTX 970m. I'm guessing you have that Zotac Steam machine with the i5-6400T. Your CPU is quite a bit weaker than mine, and may be holding your GPU back. You may want to disable godrays ("gr off" in the console) and put shadow distance on medium. An easier way to disable godrays would be to use Bilago's launcher and create an auto-run batch file. also, try the Shadowboost mod.

Another thing you could try is flip mode (only if you have Windows 8 or 10) and texture cache. A thread on how to do that is here: https://steamcommunity.com/app/377160/discussions/0/496881136898870103/
It completely fixed stuttering for me.
(I set mine to 6144mb)
This has solved for me, no stuttering or freezing since.
