Not every
Molerats don't drop double meat regardless of having the perk or not its always single meat piece (might be a overlook)
also
creatures that never drop meat or very rarely drop it (mirelurk hatchling, low level bloodbugs for example) drop meat regulary with this perk
in game console type: "tfh" enter
then "show ExtraMeatChance" enter
100 is default | 0 is with perk | -100 is the bug!
So to fix bug type:: "set extrameatchance to 0"
As of yet I'm unable to find the cause of this bug, if anyone could please post here.
mostly that happens with scripted molerats, and all mutant dogs dont count as wild animlas.
Bloodbugs LL also have its property set to 1 loot per dead body so they also cant benefit from the perk.
It can be easily fixed for all the animals that are missing the perk related extra loot. Perk works of custom leveled list for animals that should drop extra meat. Add missing LLs to these animals and it works they will drop extra meat when you have the perk. Hunting mod on nexus forgot its name does just that in addition to its other features.
You're right. it's not the perk, and you're right there are exceptions, but there does appear to be a bug that changes this value, disabling the meatx2 effect.
Try setting your game to: "set extrameatchance to -100" and see for yourself, because that's the value my game was somehow set to.
whether a mod is the cause or not is another matter, one that requires more testing.
You are also right the thing i noticed with Fallout 4 passive perks that use global values they can randomly stop working at any given time only way to fix this is to reapply perk or reset its value. This also can happen with other passive perks :/ this bug also happens in Skyrim too its very rare but its annoying af
