Slow rate of fire weapons are better off with either the Instigator's, or 2 Shot Legendary effect, as I understand it...
Yeah, that's why I said Admiral's Friend would be my preference since it has Instigator's effect.
Edit: I didn't realize that was the name for double damage to full health targets. Thanks.
Tell that to every thing in the game that melts when i aim in there genral direction
Admiral's friend is way below any heavy gun, even the minigun if you don't count the ammo efficiency. Its reload is too slow and no means to increase the clip size (like Broadsider)
Yeah, I was just comparing it to the OP's Explosive Harpoon Gun and saying I prefered the Admiral's Friend because double damage is better than the explosive modifier on that gun.

This game is very easy on Survival. Let's not sit here and jerk ourselves for playing on a certain difficulty like this is Dark Souls. "I beat the Kellog boss with a broken NES controller while blindfolded, one hand tied behind my back while an ugly crone beat my fanny with a wooden pizza paddle and called me anti-semetic names." We don't need that community here.
I don't use mods like that. But it will one shot kill most enemies. And if it doesn't then double damage on the first shot is still better than an extra 15 on each shot until you get to an enemy that requires more than 6 shots to kill.

Heavy Gunner has x2 explosive damage as well as x2 weapon damage (unlike other weapon type perks)
Lone Survivor 3 also has a hidden x1.25 explosive damage mod (in addition to the normal damage mod)
With demolitions 4, explosive bobblehead, and bloody mess 3:
15*2*2*2*1.15*1.15 = 158.7 explosive damage per flechette (normal mode vs 0 armor)
that*1.25*1.25 with lone survivor 3 and no companion (or dogmeat) = 247.96875 damage
Each shot fires 7 flechettes, can recover multiple harpoons for everyone you fire too, so no ammo problems :)
Too bad about the rate of fire though :/
lol explosive is so much better than that...
The explosives do 1110.9 extra damage, even if you miss ;)
(1735.8 extra with lone survivor 3)
that 15 is multiplied by all flechettes count and affected by explosive perk and its bobblehead....that's what I'm trying to say. It's not to be undervalued like many do.
