Edit: I don't know if you knew, but conduits's influence is cylindrical, not spherical, so you can have a conduit three stories up and still power a floor lamp.
Outdoors? Street lights, no question. I prefer the shorter integrated units (no arm, toroidal lamp).
I might just stick to the Vault-Tec one as in outside settlements I can use street lights, other than in the vault where I kinda have to use neon lights if I want it to look acceptable.

EDIT: Well, I think the new lights are nice in terms of style, but they are still a little bit too dark. The vault still looks somehow like a creepy abandoned bunker unless you plaster everything with lights (and 2 storey rooms are kind of impossible to light with just ceiling lights).
So people that want that clean and well lit vault look might want to stick to the SimuSun mod!
