Do not go to tenpines bluff, go to diamond city 1st. Listen to Mama murphy bro.

to answer you question: yes, you can have him carry things. As lazer says, take the talk option. when you get close to him and click him, it should give you options besides the commands. Pick the talk option. I have a question for you, OP? Where is the dog carrying the 250 lbs of crap you give him?

The Bugger seems to run off when i get close to him but shall chase him down. Thanks. Did you mean where did i come across Dog Meat? If so he was by some random Garage just after visiting the characters old house. Right at the start.

So many choices, but if he goes to Tenpines, he loses his freedom of choice very early in the game.
